[ Video & Online Games ] Open Question : Oblivion Command Cheat Console?

Hi, I just got Oblivion for the PC, and when i press the tilde key, below escape on a USA keyboard, nothing comes up, and the screen doesn't freeze, so there is nothing wrong with the resolution. Also, I have already tried getting rid of all the infrared receivers. I ALSO tried using the Ring of Console, but when I use Oblivion Mod Manager, it says it will be in-game, but it never shows up. Can you help me with this ring or tell me another way to make the console appear? And yes, i am using vista.

I can still see their contact photo and the skype icon hasn't changed. They just haven't been online for a few days and they are usually there all the time. My Skype version is fairly new too. We had a bit of a falling out, so I'm not sure if I've been deleted.
