[ Beer, Wine & Spirits ] Open Question : Is it legal to make and prepare alcoholic drinks underage in restaurants/bars?

My restaurant manager tells me that it is legal to make alcoholic drinks at the bar for customers as long as you don't serve them if you are underage. Can anyone confirm if this is true or not? I live in the state of Virginia by the way.
