[ Fish ] Open Question : My new oranda's tail is twitching and it's sits on the bottom of my bowl, what should I do?

I just got one today but when I put in a fish bowl (I am not allow to buy any other tanks b/c I have this bowl, plus I know a bowl is bad for a goldfish) the thing is my friend have a oranda too in a smaller bowl which is still living, I don't get mine, its tail twitches, sometimes its sits on the bottom, sometimes its goes crazy like trying to hid under rocks and crashing the side of the bowl, and other times sort of floating, I'm afraid it is sick. Is its healthy, what can I do if it's not? I also got a water conditioner for the tap water. Help please!
